It's intended for those that did update to the bugged patch in order to go back to the old one. You can pretty much ignore it if you're already at that version number. No if there had been any change to the current build they would have changed the version number. There's a quote from C0ff (ED team) somewhere, where he states we can ignore the update so long as the bugged version wasn't downloaded. I did not install the big one, by the time I opened my DCS World, it had been pulled already, and I got this small 1.6 MB one instead. Everything works fine.
