I tend to vectorize my own decals in photoshop that way I get the cleanest edges possible.

 

the best thing I've ever purchased for skinning was my Graphics Mouse Pen,

 

Creating dirt/grime/weathering patterns with the pen looks way more natural.

Windows 10 Pro, Ryzen 2700X @ 4.6Ghz, 32GB DDR4-3200 GSkill (F4-3200C16D-16GTZR x2),

A graphics tablet is fantastic.. even a cheapo Wacom is good.
