Server enforced loadouts in 1.1

I read the amusing Beyond Modifing/Editing. Drawing the line and I am wondering how the server will enforce loadouts in 1.1

 

I've read that the server will push MEInit.xml to the client. If someone with a custom MEInit.xml makes a mission where aircraft have custom loadouts and distributes it and someone with a default MEInit.xml hosts it, will there be a conflict with the weapons information stored in the mission file? Or does MEInit.xml override the mission file and you end up with the aircraft having a default loadout ( or Empty ) ?

 

What will happen if someone figures out a way to modify the pushed MEINit.xml while the game is running. Will the server notice?

 

The server could decrement some variable every time a weapon was fired/released and thus, any changes the client made would have no effect.
