For the pilot-commander I'm pretty sure it does - it has a very similar sight at least.

 

I've no idea how it works out the range though (maybe QFE, like the Viggen?)

Great video, thanks.

 

The lower right sight under the fixed sight looks just like the one in the Su-25A so I would presume there is a laser also available.  Which means you can laze for range.

 

All speculation since I don't understand Russian.

exactly so, but only if the OFF (MIS) position is set on the weapon control panel. In other positions, the aiming point is determined by Sight computer (ATsVU) in automatic modes (or setting by knobs in manual mode)
