Respawned rockets won't fire

I have set a training ground attack mission for P-47D-40 with unlimited weapons on the Normandy map, bombs plus rockets. The rockets will fire the first time normally. But after they are respawned, they won't fire sometimes for several minutes, or sometimes I must press the fire button 10-20 times until they fire again. (Both types of rockets.)
