ICCS with Catapult Officer on deck

When the ICCS is being used, there should be a catapult safety observer (Green Helmet, Yellow Float Coat, Green jersey) on deck. And when the ICCS isn't being used, the Shooter (Yellow float coat, Yellow Jersey, Yellow Helmet) should be on deck as well as the ICCS being down.

In DCS currently, we have both a Shooter and the ICCS up, which is contradictory. My suggestion would be that we either have the option to choose or that ED decide which way they should go.
