Adjusting the sensitivity of the CW/CCW rotary bindings.

As title says. It would be great if we could do this for rotaries which are not positional knobs. Most of the time they are moving so slow almost unusable. E.g. jhmcs, internal lights etc..

 

It is partially possible by changing values in lua but it isn't always working so there is something more in the code.

 

And this is a valid request for all modules, not jus f-16.
