Radar polar filter

It's either a single layer (or, less likely a dual layer which would act as a dimmer) polarization filter over the radar screen. Reflections tend to have a strong polarization component and aligning a polarized sheet can selectively absorb light from the reflection with minimal impact on the radar screen picture coming through so it's easier to read.
