Is it just me or the Navigation lights look like they could use some more tweaks?

Yeah none of the Mirage's lights act as a real light source, hence the broken landing/taxi light. I think this might get fixed with the next update.

However, ED made some changes on the F15C concerning red strobe/beacon lights. Those are now correct, that said all the rest need a serious tweaking. All planes behave like christmas trees at noon.

I notice that the external light switches for the Mirage, anti-collision, navigation and formation lights, all have 3 positions - off, dim and bright but when I click on them, they are either on or off. Is this a bug?

No, dim is just not implemented yet.
