The E Mavs require the Hornets to Carry either Both of the old PODs AAS38 and ASQ173 or the late Block/Upgraded hornets to carry the ATFLIR ASQ228.

Depending on Block Modeled, you might be getting the early pods.
I worked Lot 10/11 C's from 2009 to 2013 (APG-65 Radar, -400 engines, and no MIDS or JHMCS) and yet we had the upgrades for ATFLIR. The date they have decided to model and upgrades incorporated will have the biggest impact on what the airframe has capability wise. If it is prior to the early/mid 2000's it will be the TFLIR, after that probably ATFLIR. The amount of upgrades applied to the F/A-18C really makes these airplanes a headache to model in a sim and I'm looking forward to seeing how ED implement it in game.

Just so y'all know, the laser mav wasn't removed because it's secret, it's because the modeled A-10C suite (the one ED agreed to model in a contract) can't carry them.

Not gonna say any more, don't want to disturb the Hornet Hype (TM).

That would make for some very interesting online engagements.

The ATFLIR Eventually replaced the the 38/173 Combo Entirely. Of the Systems Publicly Mentioned JHMCS was among those.

The Diversity of the Hornet's Upgrades/Modifications is nothing compared to the F-16 though,

Probably (TM)

Sarcasm aside, we have no idea and I'd be willing to bet the devs don't either (which is totally fine!)

Their plan is for early access before 2017 unless an update from them says otherwise.

There is already a thread dedicated to the F/A-18C in the Chit-Chat section:
https://forums.eagle.ru/showthread.php?t=168861

As for your question: Yes, last time anyone from ED said something about it, it was still planned for early access later this year (2016).

So yeah, as Pocket Sized wrote: probably.
