Either you cheat and it only identifies "real units", and then you further cheat by adding in random hotspots etc. As I've heard it explained. Of course IRL it wouldn't be able to detect most non-running vehicles, so there is that too. My guess is its shelved for now and they might revisit it once the new FLIR model is done by ED, probably the sanest and most efficient way to do it. JDAM's are WIP per the other thread.
