A-10C exterior lights doesnt work

hello,

i follow this startup procedure to the letter,

but the exterior lights wont work

and the switch for the formations lights doesnt stay on it switches back immediatly. so i figured i´m missing something, but what?

LCtrl+P: Pinky Switch Afterward: Lights according to Panel

LShift+P: Pinky Switch Center: Exterior Lights off

LAlt+P: Pinky Switch Forward: Default External Lights
