Sorry if this is a dumb question, I think it is - because of the Config switch for AA and AG configurations and the way it flys. But I didnt found any source that is saying that it its FBW. It will eventually be completed into block 2 with the addition of air refueling by release time. From my understand since block 3 is not even in active service yet, our version of JF-17 only has FBW on pitch.
