They aren't making the LITENING Pod, it's the ASQ-228 ATFLIR instead, see the title

And yes, it can be used on the ground, mainly by the maintenance personnel.

So would they allow us to mount the LITENING to simulate the countries that use them rather than the ATFLIR

LITENING must be added as USMC Aviation ground based squadrons use it.

Not really, ED is developing a USN mid-2005ish Hornet. USN uses ATFLIR, while the Marines use the LITENING when they are on land.

Again, this is a Navy Hornet, developing the LITENING for the Hornet would take even more resources. Who knows in the future, but for now, only the ATFLIR is planned as far as we know.

Avionics wise, zero AFAIK. The Marines use different weapons though, such as the APKWS, which the Navy does not use even on the Super Hornets IIRC (operationally saying).

One has " Navy" logo and the other has "Marines" on the Hornet
