Dates are about right dirty old F-5 meets fresh young MiG-29 in '77, out pops the '18 in '78... More seriously though, you can laugh all you want at the twin tail mod, but when Northrop went on to develop the F-5 into the YF-17 (which is the F/A-18's parent), one of the first things they did was add another tailplane… F-5 precedes N-300: Cheers.
