PLID for offboard-only trackfiles?

I notice you can take a SURV or F/F trackfile, which is not detected at all by your own radar, and PLID it. Is this really correct? It seems odd since onboard identification seems like it'd be paired with it being an onboard trackfile.

One of the points of PLID is exactly that. It allows you to classify targets without having to use your own sensors. For example, maybe you want to keep your radar silent until you're closer to the target or your IFF might be out etc.
