in DCS world, may I give order to ground units?

You'll still need Combined Arms to do so...

Some missions use Radio command triggers make units start rolling into combat, but its very limited and only gives pre-scripted options.

 

if you want real time control its only via CA.

in mission editor, " mission commander" setting window.

checkbox named " PILOT CAN CONTROL VEHICLE."

in DCS user manual:

"This checkbox enables/disables the ability of a player assigned to an aircraft to assign movement and targeting commands to AI ground units via the F10 map view during the mission. If you are creating a single player mission, you will probably want to enable this."

But, during mission, how to command ground units?

 

or this checkbox function is specially for DCS COMBINE ARMS ???

Its for CA , when you are in a mission you can press F10 for map view and give orders (move,attack etc.) to vehicle , you can also take control directly of the vehicle.
