Ok finally I found the answer here: https://www.scribd.com/document/51488058/arc-164-manual

Summary:

A is the anti-jamming mode that works with word-of-day and time-of-day for frequency hopping. Word of the day is loaded manually to the radio preset ch20, time of day is received by keeping the knob in T position. T is spring loaded knob option for momentary usage.

Simply put: You never need them.

Nice research! That belsimtek decided to use them as 1 and 4 hundreds is also good. Cheap radio upgrade for us ;)
