DCS / ED should work on the lights. I think they know the night lights are "insufficient" and they are working on it. I would not be surprised at all if the IR rendering rework gets released, night visible lighting suddenly gets a whole lot better. I suspect the anemic night lights from cities, traffic, etc have much to do with the way DCS currently renders the output of Night Vision Goggles. It seems a fair portion of the colour or brightness range is cut off to enable the NVG rendering. So who knows. I am completely confident the weaksauce lights will get fixes. When? No idea.
