Screen Settings issues

Good day everyone..I scrolled a bit before posting this, and did not see anything addressing the issue I'm having, so please excuse me in advance if this is a known issue.

Earlier today, I was trying to adjust (i.e. increase) the games screen size to fill out my monitor, and clearly screwed something up.

This is how my screen looks as I type this.. (see image)

I am now completely unable to access the settings button you would typically see, in an attempt to correct my mistake.

I have uninstalled and reinstalled the game multiple times today, to no avail. I've also attempted to adjust, by going into Windows and am also unsuccessful there as well.

Is there an alternate method to access the settings menu in order to correct this?
