This depends on the F-16 variant. In some you have to press uncage for video but others (USAF) has automatic video after time out. Some which have automatic video can also manually toggle video by uncage presses to extend time with missile active.

For USAF auto-uncage it's possible to override and uncage early provided that missile gyroscope RPM is >90%. This is useful in cases where missile is powered off then a short time later on so you don't have to wait 3 minutes.
