feefifofum
Bullseye is simply a fixed reference point on the map agreed upon before the mission. In many aircraft (unfortunately the DCS F-15C is not one of them) you will be able to use it as a reference point for the position of your cursor in your sensors. Unfortunately the best you can do in the DCS F-15 is have one of your waypoints set as bullseye, which will give you your own position relative to bulls by looking at the reciprocal heading to steerpoint (square part of #2 needle) and range on the HSI. In the F10 map you should also see a marker indicating the position and can use that to quickly calculate an intercept vector for yourself using the ruler tool on the top toolbar. Draw a line from bulls to the position given, then draw another line back to your own position and invert the heading. THE GEORGIAN WAR - OFFICIAL F-15C DLC
