Turn the IFF Power switch all the way to the right (Cont), and use IFF Interrogate / Nosewheel steering button to interrogate. You don't need the "Cont"(just click a second time and it will rotate one step to the right from Sect to cont). Just turn it on sect/cont and use the NWS/IFF interrogate button - check your key bindings. Works like that for years and so in the latest OB of DCS.
