Heat Blur / the difference between settings

Personally I think the high setting is a little to much so I tried changing it to low, although the low setting looked slightly better imo its difficult to tell exactly what the difference is, does anyone know if it's resolution that changes or the intensity?

No I don’t but low is enough.
