Was the radio altimeter really off by a 100ft or so over water? Deep vs shallow water?

 

 

Indeed, and not always an exact number, but for example over shallow water it is much more accurate than over deep water. (and yes, we did model that)

What's the Regulations say about over-water flights at night?

 

 

In the current Navy? No idea. But the radalt can be cross checked with the normal altimeter ofc and if the depth and thus deviation is known I would assume it is prebriefed.
