Always leave it on. If you disengage the nosewheel will not lock to center, but sviwel freely. NWS will automatically turn off as you gain speed.

at what speed does NWS turn off in the F-15C in the sim?

Dunno if it's speed dependent or weight dependent, but it seems to happen between 70-100 knots.
It's a little difficult to judge since the F-15 picks up speed pretty fast.
