My tip would be to wait. This generation of ultrawide panels is all based on AUO panels which have some significant quality issues and next year there will be arriving ultrawide panels with higher refresh rate as well as built in HDR function, so there really is no reason to rush.
Better wait and raise money to buy monitor and gpu at once.

You can but it will look blurry due to the monitor upscaling to fit the screen. You could always disable monitor scaling which would mean that the 2560x1080 output would sit in the middle of the screen, surrounded by a black border.

Yes, the ratio is the same. As long as the monitor offer you the option.

Firstly pick the best monitor that you can as chances are you won't be buying a new one in at least 5 years as the monitor is the one PC peripheral that most people hold onto the longest. You can always sacrifice some lower FPS now and into the short term to keep that excellent image quality balance of a 1440p ultrawide display. I always stick to the monitors native resolution, after all that is what you paid for. As GPU performance advances then you can move to a newer more powerful card. Over my many years of PC gaming I have found that in the lifespan of my display I would have used at least three different graphics card, each one more powerful and higher performing.
