Once Open beta is considered stable, and bugs have been worked out, it will get moved to Stable. Example. The Open beta update on December 21st didn't get moved to stable until the end of January. One, due to the holiday break, and two there were a lot of issues in the Open beta so it took several weeks to work them out before they could move to stable.
