[REPORTED]Dispenser program 1 is bugged when starting from the ground

When you start from the ground and display the first dispenser program after taking off, it will falsely display a row of zeroes ( 0 chaff, 0 flares, 0 intervals 0 repetitions), while actually the first program releases 1 chaff and 1 flare every 10 seconds.

If you cycle the programs from the first to the fifth and then back to the first, it will show program 1 as intended.

Track is attached.

Counter-meassures programming subpage improperly initialized

Steps to reproduce:

1) Spawn on the ground and take off

2) Open EW format

3) Press on ALE-47 on the EW format

4) Press ARM on the EW format

Problem:

CMDS program 1 shows all parameters to be 0. Once you step through all the programs back to program 1, it shows the correct parameters.

Expected behaviour:

CMDS program 1 should shows the real parameters right at the beginning.

It doesn't happen with air start. It also doesn't happen if you first switch ALE-47 mode from STBY to MAN 1.

I've seen this bug plenty since ECM programming was implemented. Definitely confirmed, although it's an easy work around.
