JTAC won't lase unless it's very close to target

If I place JTAC more far away from target, I get "No mark" in 9-line. If I place it very close to the target, I get "Marked by laser" in 9-line.

 

Attached is example mission that I created. JTAC is placed 4 nm from target, but it's on the hill, and there is clear line of sight. There is no error reported in editor itself (no line of sight or too far away error), but still JTAC reports "No mark".

 

Am I doing something wrong?

I have noticed this to, I have a teory and that is that if friendly forces (the JTAC itself in this case) is not in close proximity of the target the JTAC doesnt think a type 1 or 2 engagement is needed and switches to the least accurate type 3 without designation instead regardles of if you assigned laser designation in the mission editor.

This doesn't seem to be the case... I placed one friendly invisible unit closer to the target, but I still get type 3 designation without laser...
