Part of the reason the whole Dora line came into existence was due to the lack of the BMW 801's, the main factory was bombed and the only engine that was around was the Jumo 213.

Kurt Tank was not a fan of the 213 but I am not entirely sure why that was...

The Jumo 213 was designed as a bomber engine and not considered a high performing engine fit for fighters. Of course, that was before it was made into one. The primary reason for the Dora to come into existence was as a emergency solution before the Ta152 production ramped up. The Ta152A/B types were designed on request by the RLM and slated for production to commence by january '44. In october '43 RLM reversed its production status in favor of producing more Fw190A airframes (politics). It was denied production status repeatedly over the last quarter of '43. By the time of the D-day landings it became painfully clear what a mistake this had been, and so the D-9 was put forward as a emergency solution to provide the LW with a high-speed high-altitude interceptor. Though the Dora lacked the heavy armament of the Ta152 it performed quite well for what it was.

The Ta152A/B was specifically required to carry the Mk103 cannons, which called for the redesign of the wings, most notably the wingroots which housed the base pair of 103s. Furthermore it carried MG151/20s on top of the engine, a Mk103/MG151 behind the engine and could carry additional armament in outboard wing stations of either MG151, Mk108 or Mk103. It would have provided the LW with the firepower needed to effectively deal with bombers in a single-engine airframe and was designed for the Zerstörer role as a heavy interceptor.
