Grumman offered to take them off, to save cost, maintenance but it was refused... someone thought they could be useful in the intercept role, maybe. 

 

There is an anecdote that some pilots figured out they helped in certain low speed maneuvers and were manually deploying them but they weren't designed for that and were causing damage. 

 

The shape was useful enough that they were built in permanently in ST-21 and were going to store some extra fuel.
