The wing tanks fill up at about 67% fuel capacity, and this works fine, however when you try to fill up past the wing tanks the fuselage tank receives no fuel and you get stuck with the refueling sound. ED has not fixed it, like many other reported bugs, because there is no $$$$ in fixing bugs - just in selling more bugged modules and saying, " remember it's a beta." If you purchase a car and something breaks because of and applied recall issue, you're not going to wait month for it to be fixed when it was working before. The fuselage tank doesn't serve a neccessary function right now. That would also explain why not many people (including myself) have noticed it. We never use the fuselage tank. Still, yeah.
