Iranian 'Saegheh' (Thunder) is described as F-5E, likely rebuilt from existing fleet of F-5E sold to pre-revolution Shah regime, as F-5E with new motors (RD-33) , and twin v-stabs. I am not sure about engines,RD-33 are Mig-29 motors, and only one is used in JF-17, aircraft of similar size to F-5E. Shoehorning those large motors in F-5 engine bay would probably compromise its range and unrefueled endurance. Anyhow, do twin V-stabs add to the airframe. Twin V-stabs are used in larger fighter aircraft to increase rudder authority without increasing size of v-stab, which would limit its max G loading. F-5 is already small and light.Aside from Iranian attempt to make Saegheh a bit more akin to F/A-18 A/C and to differentiate 'Saegheh from F-5E. Would the twins add to maneuverability and nose authority ?

That looks clumsy! But I dont´t think the RD-33 would fit in the F5 airframe, it weights around 1 ton (https://en.wikipedia.org/wiki/Klimov_RD-33), while the original J85 barely reaching 200 Kg each (https://en.wikipedia.org/wiki/General_Electric_J85). Maybe it would be possible in a single engine version, as the unsucessfull F-20 did (https://en.wikipedia.org/wiki/Northrop_F-20_Tigershark).

Interesting that the double-tailed F-18 is an indirect development of the F-5 through the YF-17 (https://en.wikipedia.org/wiki/Northrop_YF-17), when the F5 got an higher mounted engine to be able to carry more load, and the double vertical stabilizator was added, I guess due to the new aerodynamic/load package.

However the general idea of remanufacturing the Tiger is quite interesting as the F5 proved to be a reliable supersonic light fighter that many air forces around the world are finding it hard to replace within their national budgets, and the brazilian F-5E"M" with modern avionics, the singaporean F-5 "S" that can operate the AIM-120 and the chilean F-5 "III" with helmet mounted display being nice late improvements to this nice machine.
