Interesting, I actually thought the speedbrake performance was pretty good. I can approach the tanker etc at a speed I would consider too fast in the Tomcat to stop and just wack open the SB and it slows right down and you easily match speed.

Speedbrakes can't do magic and they don't 'stop' an aircraft. Furthermore, the higher the speed, the more effective are the speedbrakes.

 

E.g. below 200kts they will have very little 'stopping power'
