They're only there for the DCS installer to shove files that have been modified in to when they didn't match the expected file (aka, you've tweaked them yourself). Basically whenever the game updates it checks all of the files, if a given file is modified then it will download the correct version. The old file gets moved to the backup folder. That is why it is recommended to remove mods before an update. The right man in the wrong place makes all the difference in the world.
