The Norwegian Vipers still operate from relatively short runways, heavy maintenance is still carried out at Kjeller outside of Oslo, where the runway length is about 1300m.

The USAF Vipers are far from the only ones carrying external ECM pods, I'd say it's more common to carry pods than to have it internally.

It's a bit like asking, why doesn't the USAF use...
