It's possible - on the drop down menu at the top left in controls you're looking for "UI Layer", there is a zoom function in there that works in VR.

That's not really how it works; 90fps is 90fps rendered in both eyes. I'm now sure what VR headset you're using but if you are using Oculus the capped frame rate is managed by Asynchronous Space Warp...
