Try changing true to false in your “empty”,true entries, and make sure the “empty” texture file is inside your livery folder.

If a line ends with true, it tells the game to look in the default...

You should find the edm file for the tank(s) in the same Shapes folder for the aircraft type. Click on the tank shape edm you want to view and then choose the livery like you would for the aircraft.

Normal Maps should be saved as in the bottom example in the link for best results.
