Inverted's support confirmed you need to be running the Open Beta. Once I did that it triggered the download.

Opting into the Open Beta through Steam cured it. Inverted replied to my support email pretty quickly

I've purchased rising squall through Steam and can't see it anywhere in game. DLC files don't seem to exist in the local install. Help

The 2020 Autumn Sale prices are not currently working in the Steam store. Discounted prices were reflected in the list of earlier today DLC modules but upon adding them to the cart the full price was listed. Now only the retail price is listed I am based in Australia
