So i thought i would update you on my VR conclusions regarding your question . The major takeaway is that your CPU is no problem . I have been running some tests with Task Manager , and find I'm running out of 1070 long before I'm running out of CPU ! When the CPU is running at 60% , the GPU is running 90% ! This in SP . Following are my DCS settings for the 1070 to get smooth frames at locked 45 , ASW off .
    All textures low
    Visibility high
    Civilian traffic low
    Water medium
Heat blur/motion blur off (haven't tested on)
    Cockpit shadows low
    Terrain shadows off
    Grass/clutter 750
    Trees 50%
    Chimney smoke off
Preload about 3/4 to the right
    PD 1.3
    MSAA 2x
Interestingly , frames seem to be a little smoother with turbo off .

I neglected to mention that all of my testing and most of my flying is 100-500 agl , which really works the VR extra hard

I am no expert on these matters . I can only tell you that i can lock 45fps anywhere in the Caucasus with pd at 1.3 and msaa at 2 . I do plan to upgrade the cpu later to the fastest my motherboard can support . This so i can upgrade my graphics settings , and particularly antialiasing . I also can't run even flat terrain shadows at 45 fps . I think my cpu is limiting me at the moment because the air exhausting from my gpu is very cool . As to the 1060 , most consider the 1070 the minimum for VR , but there are a few in these forums running it . Bottom line , i think you have a well-balanced system that will lock 45fps at the lowest graphics settings , 1.0 pd , and 2x msaa .
Having said all that , go for it ! A rift or vive will change how you flight sim forever ! It really is an incredible experience . At worst you could enjoy the much-better-optimised and faster-performing Aerofly flightsim .
